Chapter I Overview
Art.1. The “Carol Davila” Academic Publishing House is a separate department in the University organizational system, without legal personality, subordinated directly to the Rector of the University.
Art.2. The “Carol Davila” Academic Publishing House’s Headquarters are in Bucharest, Blvd. Eroilor Sanitari No.8, District 5, tel. / fax 021.3180759, inside the Faculty of Medicine.
Art.3. The functioning of “Carol Davila” Academic Publishing House is made through the principle of self-own revenues: publishing contracts, printing contracts, co-financing, sponsorship, academic and research programs, other sources.
This includes:
• the assurance of the publisher’s employees salaries fund • the assurance of the payment of the salaries fees • the assurance of direct and indirect material costs for the contracted works • the amortization of fixed assets and inventory items • the assurance of the VAT payment for third parties • copyright payments • the assurance of the participation costs at book fairs, exhibitions, etc..
Art.4. “Carol Davila” Academic Publishing House’s features
1. The editorial component itself refers to selecting and preparing a proposal for developing the contracted works. 2. The printing component refers to printing and (or) multiplying the contracted works. 3. The commercial marketing component refers mainly to identify the publishing and printing needs of the academic personal and students from the university as well as the needed funds to cover both printing and labor costs incurred in achieving them, and those for participation in exhibitions and book fairs, at congresses, exhibitions and other scientific or academic events.
Chapter II Main Activity
Art. 5. The main activity consists in editing and duplication, on money, courses, practical work books, manuals, handbooks, monographs, magazines, various publications, mercantilaj, bindery, finishing and distribution, etc. necessary for the process of education and the research activity at the University of Medicine and Pharmacy "Carol Davila" Bucharest.
Art. 6. “Carol Davila” Academic Publishing House will give priority to the publishing of works produced by the University of Medicine and Pharmacy "Carol Davila" and the duplicating of the documents necessary to the development in good conditions of the didactic, scientific and administrative organizational activities.
Art.7. “Carol Davila” Academic Publishing House will bear all costs incurred in this work: salary, technical-administrative costs, the printing materials (toners and molds), except the paper that will be provided by the recipient of the order from the University endowment.
Art. 8. The papers related to national or international events organized by the University of Medicine and Pharmacy "Carol Davila" Bucharest or to which it will attend will be billed to the University on the basis of a financial report, previously approved by the University Rector. The invoice will contain strictly the editorial consumption expenditure, without the charges related to labor and non-profit publisher.
Art.9. Functioning on the principle of self-financing, the publishing house covers also the identification, contracting and implementation of profit-making works of any genre, with priority in medicine.
Chapter III Objectives
Art.10. “Carol Davila” Academic Publishing House’s educational objectives are:
1. Supporting the process of the academic education by making available the newest information in medicine, education, science, engineering and technology, arts and culture, politics, religion, sports, etc. to students, academic staff, university researchers and all those interested in the political, economic and cultural life and social. 2. Supporting, promoting and developing scientific, financial, legal, educational and from other healthcare areas (preferably adjacent) programs. 3. Selecting and training personnel for the “Carol Davila” Academic Publishing House so they can contribute to the development of the contracted work promptly, professionally and in top quality condition. 4. Providing the constant presence of the “Carol Davila” Academic Publishing House at book shows, fairs, congresses, scientific meetings, etc. in order to present its achievements, publishing possibilities and contracting of new works.
5. Establishing and maintaining editorial and financial publications of general interest or specialty. 6. Establishing, supporting and developing various internal and international collaboration relations to the benefit of “Carol Davila” Academic Publishing House. 7. Performing any other direct economic activities if they are incidental, in the favor of the publishing house and the university and do not contravene the laws the university's internal. 8. Supporting and promoting the medical, technical, cultural, arts, media, social, political, religious, sports, etc. creation, the affirmation of creative personalities in the medical life of the university in particular and other areas of social, political and cultural life, giving priority to the personalities from the University of Medicine and Pharmacy "Carol Davila". 9. The acquisition and transfer of copyrights and licenses and other rights in the field of activity. 10. Performing by the “Carol Davila” Academic Publishing House of any productive, commercial, financial activities and operations and of investments directly or collateral connected to its subject of activity that might ensure the operation, expansion or development and which could contribute in any way to the support and promotion of the University of Medicine and Pharmacy "Carol Davila", its academic personal, its students, its "brand". Art. 11. The concrete way of fulfilling the goal and objectives of the publishing house is covered, in particular, through legal documents signed between the parties, sanctioning the relationships created through acts with their annexes, the publisher being entitled to represent the university for them.
Chapter IV Purpose
Art.12. “Carol Davila” Academic Publishing House’s purpose is the identification, publication, duplication and dissemination of scientific and teaching efforts of the academic personal of the University of Medicine and Pharmacy "Carol Davila" in editing courses, monographs, treatises, practical work, etc. needed for the proper conduct of the academic education, the multiplication of all documents and materials needed to the teaching and administrative process of the university, the development of a permanent and performant marketing-commercial activity so that it can provide editorial and salaries costs.
Chapter V The organization and functioning
Art.13. The management of the “Carol Davila” Academic Publishing House according to the business, objectives, goals and other provisions, is provided by:
1. The Scientific Editorial Board, appointed by the University of Medicine and Pharmacy "Carol Davila"’s Rector's Decision, based on the decision of the University of Medicine and Pharmacy "Carol Davila"’s Senate 2. Publishing House’s Director, financial director (patrimony), titular professor,a position occupied by decision of the Rector of the University of Medicine and Pharmacy "Carol Davila" 3. Scientific Secretary, Financial Manager (patrimony), titular professor, a position occupied by decision of the Rector of the University of Medicine and Pharmacy "Carol Davila"
Art.14. The organizational Structure of "Carol Davila" Academic Publishing House, according to the business, objectives, goals and other provisions, is the following:
1. Typing – Production Department 2. Graphics – Editing Department 3. Commercial – Marketing Department
Art.15. The personnel structure of the "Carol Davila" Academic Publishing House, according to the business, objectives, goals and other legal provisions of the Ministery of Education And Research’s Orders 4847/2004, 4848/2008, of Government Ordinance 191/2002 is the following:
1. Patrimony financial managers - S (DTP engineers, analysts- programmers, IT specialists, economists, designers, marketers) - 11 people 2. Patrimony financial managers - M (printing technicians, marketing agents, sales agents, vendors, editors) - 8 people
Art.16. The Scientific Editorial Board has the following attributes:
1. Approves the annual publishing program (contracts, editing, printing, procurement, distribution, participation in fairs, exhibitions, scientific meetings, etc.). 2. Controls the publishing activity; 3. Establishes the priorities and the methodology of editorial-printing process; 4. Checks and approves the utility and the specifications of the works for the publisher; 5. Tracks and controls the path to achieve the activity object, the objectives, the purpose; 6. Establishes the job description and the tasks for the publishing house director.
Art. 17. The editorial Staff will operate in accordance with publisher's job description created by the Director and approved by the Rector of the University of Medicine and Pharmacy "Carol Davila", will be employed by the university but rewarded from the publishing house’s income.
Art.18. The publishing operation is provided with funds coming from its own revenues: publishing contracts, printing contracts, co-financing, sponsorship, academic and research programs, other sources, in accordance with relevant laws and compliant with internal rules of the university.
Art 19. Publisher’s inventory, the Annex, part of it, could be amortized, disposed of or exploited according to law. The development, equipment and modernization of the publisher will be done only on the basis of a supporting statement from the publishing house’s management, endorsed by the Scientific Editorial Board and approved by the Rector of the University of Medicine and Pharmacy "Carol Davila".
Art.20. The responsability for fulfilling the criterion of profitability is jointly attributed to the publishing house’s management and personnel, having responsibility in using the publishing house’s assets.
Chapter VI Final Provisions
Art.21. The publishing house will provide free technical assistance and specialized units for the proper functioning of the digital print data from the Marketing License and Medical Technology Laboratory, to design teaching and academic programs.
Art. 22. Will present annually to Senate House University of Medicine and Pharmacy "Carol Davila", an activity report which will include the ways to accomplish the editorial plan and the income and expenditure balance.
Art. 23. The publishing house will cooperate and support the exchange activities with other publishers in the country and abroad on the principle of reciprocity, in order to promote academic works produced by members of the University of Medicine and Pharmacy "Carol Davila".
Art. 24. The publishing house can make operational changes in order to streamline its business but only at the proposal of the Scientific Editorial Council and only with the approval of the Rector of the University of Medicine and Pharmacy "Carol Davila".
Art.25. The rules of organization and functioning enter into force upon approval by the Rector of the University of Medicine and Pharmacy "Carol Davila", by decision, date when the old rules of the organization and functioning registered with no. 1965/23.01.2002 (which replaced the first registered regulation no.10632/07.07.1965) are cancelled.
